cmake: set CMAKE_EXPORT_NO_PACKAGE_REGISTRY

if a cmake file uses export(PACKAGE) command it creates a
folder ~/.cmake/package/<name> in the current user's
home-dir.
fix this host contermination by setting CMAKE_EXPORT_NO_PACKAGE_REGISTRY
to ON by default, which makes the export() command do nothing
