groff: update 1.22.4 -> 1.23.0
Drop backports. Rebase 0001-Make-manpages-mulitlib-identical.patch groff-not-search-fonts-on-build-host.patch --without-doc has been removed upstream; replace that with a dependency on groff-native and substitution of groff executable from that. Drop serial make; this was introduced in 2010 without explanation and likely been solved long time ago. Set urw fonts directory to something bogus to avoid host contamination.
