dev86: switch to still maintained fork of dev86

  https://github.com/lkundrak/dev86/pull/17
  the original lkundrak repo is no longer maintained

* pass only BASE_PV as VERSION in EXTRA_OEMAKE to prevent:

* there are many new commits, we need at least that fix for
