oci-image-tools: adjust GOROOT, CGO_CFLAGS and CGO_LDFALGS
Adjust the GOROOT setting as directory specified by the original
one does not exist.
The CGO_CFLAGS and CGO_LDFLAGS should use target flags instead
of the nativesdk ones.
