Matthis Mauschild <matthis.hauschild@airbus.com> noticed that
commit 3902ac8844a9868ab14f [libvirt: ensure sysusers.d path for
libvirt-qemu] does not universally work.
Adjusting the directory creation to be the same as other installs
in the recipe to ensure it works everywhere.
