xen: Add 'hvm' PACKAGECONFIG for hvmloader building
* The 'hvm' PACKAGECONFIG (which is valid for x86 targets, and default
enabled for x86-64 targets) enables building the hvmloader with
in-built seabios, ipxe and vgabios firmware
