syslog-ng: add UPSTREAM_CHECK_REGEX
Add UPSTREAM_CHECK_REGEX to check the correct latest stable verison.
Before the patch:
$ devtool latest-version syslog-ng
INFO: Current version: 4.8.2
INFO: Latest version:
After the patch:
$ devtool latest-version syslog-ng
INFO: Current version: 4.8.2
INFO: Latest version: 4.10.2
