python3-charset-normalizer: Upgarde 2.0.7 -> 2.0.10

Upgrade to release 2.0.10:

- Fallback match entries might lead to UnicodeDecodeError for
  large bytes sequence
- Skipping the language-detection (CD) on ASCII
