spdlog: upgrade 1.12 -> 1.13

Dropped SPDLOG_BUILD_TESTS and SPDLOG_BUILD_BENCH from EXTRA_OECMAKE because already OFF

License-Update: Use upstream's LICENSE file instead of Poky's MIT license.
