c-ares: inherit github-releases class
Inherit github-releases class to check the correct latest stable
verison.
Before the patch:
$ devtool latest-version c-ares
INFO: Current version: 1.34.5
INFO: Latest version:
After the patch:
$ devtool latest-version c-ares
INFO: Current version: 1.34.5
INFO: Latest version: 1.34.5
