zeromq: 4.2.3 update

4.1.6 was released in late 2016 and upstream has moved on to the 4.2
series which has a number of new APIs but remains ABI compatible with
4.1.2+ per https://github.com/zeromq/libzmq/releases/tag/v4.2.0.
