meta-isg: qat16: move src url path from inc to bb
Move the inclusion of SRC_URI:
https://01.org/sites/default/files/page/qatmux.l.${PV}.tgz;name=qat
from qat16.inc to version specific qat16 bb files. Since qatmux version
and qat16 version is no more same. So can't use ${PV} variable for next
version.
