conf/machine/: move common bits to inc files

* add four new files to hold common bits:
   include/qoriq-base.inc
   include/qoriq-default-providers.inc
   include/qoriq-default-settings.inc
   include/qoriq-default-versions.inc
* add 'qoriq-ppc' into list of MACHINEOVERRIDES
