clang: Upgrade to 9.x-rcX

dont package six.py, its provided by python3-six package
default to lp64d ABI and rv64gc ISA.

+When using a native llvm-config from inside a sysroot, we need llvm-config to
+return the libraries, include directories, etc. from inside the sysroot rather
