RelInfo: minor update

- update ucpe mgr version
- change nfvaccess221_af-th.zip to nfvaccess_2.2.1_af-th.zip
  since this is the file name ELTF script generates
- remove "ELCCR-102: Sometimes, during VNF instantiation, even
  if the needed configuration file has been selected/uploaded"
  since this CR is closed.
