Also cover tags (`--no-tags` & `sync-tags`), `--prune`, `--force-sync`, `--force-remove-dirty` & `-d`. Teach the harness to simulate outages (`GitHost.offline`) and to collect the requests made during a block (`GitHost.watch_requests`), and add a few `RepoClient` helpers.
