site/x86_64-linux: add cvs config variables
configure of cvs packages was failing on the meta-toolchain for a x86_64 target.
Configure error reported:
checking whether printf supports %p... configure: error: cannot run test program while cross compiling
This fixes [YOCTO #1781]
