wic: Hook up RootfsPlugin plugin
Remove the 'rootfs' case when internal call code is used and
replace to call the general-purpose plugin.
For now RootfsPluing class continues to invoke prepare_rootfs()
method from Wic_PartData. However RootfsPlugin could implement them.
