autoreconf finds autoconf/local.m4 on its own, so there's no need to mess around
with a fork of aclocal.m4 as acinclude.m4.

<title>Replace one-line DESCRIPTION with SUMMARY</title>

A lot of our recipes had short one-line DESCRIPTION values and no
SUMMARY value set. In this case it's much better to just set SUMMARY
since DESCRIPTION is defaulted from SUMMARY anyway and then the SUMMARY
is at least useful. I also took the opportunity to fix up a lot of the
new SUMMARY values, making them concisely explain the function of the
recipe / package where possible.

Now we already have autoconf-2.68 that is newer than 2.67 that is required
by lzo. So the patch is not needed any longer.

Thanks Khem Raj for pointing this out!
