ffmpeg: add a recipe, and remove the libav recipe

Add "CVE:" tag to current patches in OE-core

The currnet patches in OE-core doesn't have the "CVE:" tag, now part of the policy of the patches. This is patch add this tag to several patches. There might be patches that I miss; the tag can be added in the future. libav: Correctly handle prefix=""

libav's build system seems to think that prefix="" means that it should use its default of /usr/local. Setting a prefix of "/" appears to be sufficient to make it do the right thing. When MACHINE=qemux86-64 and enable multilib: ERROR: QA Issue: libpostproc: Files/directories were installed but not shipped in any package: /usr/lib /usr/lib/libpostproc.so.52.3.0 /usr/lib/libpostproc.so /usr/lib/libpostproc.so.52 /usr/lib/.debug /usr/lib/.debug/libpostproc.so.52.3.0 Please set FILES such that these items are packaged. Alternatively if they are unneeded, avoid installing them or delete them within do_install. [installed-vs-shipped] Pass the right libdir to configure as otherwise it assumes $prefix/lib which may be wrong.
