GLib 2.40 adds g_ptr_array_insert, but gst-openmax is definining that as a
static helper function.  Rename the static function so it doesn't conflict with
GLib's namespace.

The new GLib deprecated some threading API, but gst-openmax wasn't detecting
release vs development at all so assuming development, and thus building with
-Werror.  Set the variable that the configure script is assuming to exist, so
that -Werror isn't used.

Per-recipe LICENSE_FLAGS replace the global COMMERCIAL_LICENSE list;
add LICENSE_FLAGS varables to each the recipes mentioned in that list:

     - lame
     - gst-fluendo-mp3
     - gst-openmax
     - gst-plugins-ugly
     - libmad
     - libomxil
     - mpeg2dec
     - qmmp
