meta/meta-selftest/meta-skeleton: Update LICENSE variable to use SPDX license identifiers

An automated conversion using scripts/contrib/convert-spdx-licenses.py to convert to use the standard SPDX license identifiers. Two recipes in meta-selftest were not converted as they're that way specifically for testing. A change in linux-firmware was also skipped and may need a more manual tweak. libnotify: Make gtk+3 dependency optional

libnotify only requires gtk+3 for its tests. Let's disable them by default and only enable them if "tests" is in PACKAGECONFIG. If gtk+3 is not available then we need to declare the dependency on gdk-pixbuf explicitly. It looks like the tests genuinely do need some sort of desktop environment to run, so let's maintain the ANY_OF_DISTRO_FEATURES check added back in 3edf08b38b0af93cef0933b061349264dc86d54c. distro_features_check: expand with MACHINE_FEATURES and COMBINED_FEATURES, rename

Besides checking DISTRO_FEATURES for required or conflicting features, being able to check MACHINE_FEATURES and/or COMBINED_FEATURES may also be useful at times. Temporarily support the old class name with a warning about future deprecation.
