gnome-icon-theme: clean up icon-naming search

Previous this recipe added an argument to specify where the icon-name-mapping binary is installed, to override a failing pkg-config call (as target pkg-config won't find native .pc files), and munged libexecdir as it likely contains PN. This is all very complicated and we have a native pkg-config binary now, so just use pkg-config-native for that section of configure.ac. Replace one-line DESCRIPTION with SUMMARY

A lot of our recipes had short one-line DESCRIPTION values and no SUMMARY value set. In this case it's much better to just set SUMMARY since DESCRIPTION is defaulted from SUMMARY anyway and then the SUMMARY is at least useful. I also took the opportunity to fix up a lot of the new SUMMARY values, making them concisely explain the function of the recipe / package where possible.
