This locale package isn't guaranteed to exist, depending on the value of GLIBC_GENERATE_LOCALES. The value of GLIBC_GENERATE_LOCALES can be specified to not contain locale-base-ru-ru, thus resulting in unsatisfied dependency. Its better to remove hardcoded dependency upon locale-base-ru-ru in favor of a recommendation, as this locale isn't always available depending upon the value of GLIBC_GENERATE_LOCALES. This was added back in the depths of history (around 2006 in OE-Classic) when apparently the host sed couldn't always be relied upon. We now call the host sed all over the place without this dependency and don't have any problems. On the other hand, having it around can lead to races where we're calling sed in one task and staging it to the sysroot in another, the result being nasty failures compiling binutils for example. Add texinfo.bbclass; recipes that use texinfo utils at build-time inherit it.

The class itself currently does nothing. The idea is to mark all recipes that make use of the texinfo utilities. In the future, this class could be used to suppress the generation/formatting of documentation for performance, explicitly track dependencies on these utilities, and eliminate Yocto's current dependency on the host system's texinfo utilities. Replace one-line DESCRIPTION with SUMMARY

A lot of our recipes had short one-line DESCRIPTION values and no SUMMARY value set. In this case it's much better to just set SUMMARY since DESCRIPTION is defaulted from SUMMARY anyway and then the SUMMARY is at least useful. I also took the opportunity to fix up a lot of the new SUMMARY values, making them concisely explain the function of the recipe / package where possible.
