This recipe was carried only for LSB compatibility, with upstream being defunct for a long time; if there is a need for a modern, supported implementation of mail/mailx, then s-nail (http://sdaoden.eu/code.html) or mailutils (http://mailutils.org/) should be used. mailx: use snapshot.debian.org for SRC_URI

Using ${DEBIAN_MIRROR} for SRC_URI doesn't work very well as that will only contain releases that are currently in Debian. So, move all of SRC_URI to the .bb so it can use snapshot.debian.org instead, and set UPSTREAM_CHECK_URI to ${DEBIAN_MIRROR} so upstream release checking continues to work. Add "CVE:" tag to current patches in OE-core

The currnet patches in OE-core doesn't have the "CVE:" tag, now part of the policy of the patches. This is patch add this tag to several patches. There might be patches that I miss; the tag can be added in the future.
