<title>iputils: upgrade to s20190629</title>

License-Update: change license checksums to check the License files themselves (BSD3 and GPL2),
and the tool-to-license file (LICENSE).  Changes to LICENSE will now be
detected.

Backport a patch to fix the build with musl.

Drop upstreamed patch.

Update libidn build-dependency to libidn2.

Patch in an install target and use that to install binaries, to avoid upstream
adding binaries that we don't ship.  Also ship all binaries that are installed.

* wrong revision of this patch, where the commit message didn't match
  with the default PACKAGECONFIG value, was merged to master, update
  it to avoid confusion

* it got enabled by default, but without the dependency on libidn in:

* But if you cleansstate iputils as well (after removing libidn from
  gnutls PACKAGECONFIG) to empty iputils RSS, then you get the error about
  missing idna.h:

* Adding the libidn dependency explicitly in iputils recipe fixes the
  issue.

We've been using obsolete upstream URI for quite a while; meanwhile
a lot of development has happened

Drop all the patches: they are either changing the code that has been refactored,
or are backports.

Add a new musl fix patch from gentoo.

ping6 and tracepath6 variants have been folded into standard versions.

arping hangs if SIGALARM is blocked. Backport a patch to fix this problem.

Unblock SIGALRM so that the previously called alarm() can prevent recvfrom()
from blocking forever in case the inherited procmask is blocking SIGALRM and
no packet is received.

This recipe currently relies on EXTRA_OEMAKE having been set to
"-e MAKEFLAGS=" in bitbake.conf to operate. It is necessary to make this
explicit so that the default in bitbake.conf can be changed.

Fix build with musl

uclibc and glibc dont agree on structure of the struct, musl rightly
adds padding elements, so when doing anonymous initialization struct
elements gets wrongly mapped on 64bit arches
