diffutils & diffstat: fix up EXTRA_OECONF

The following line is meant to be in diffutils but it was added to diffstat by accident. The commit message which introduced this line says that it's for diffutils. Add texinfo.bbclass; recipes that use texinfo utils at build-time inherit it.

The class itself currently does nothing. The idea is to mark all recipes that make use of the texinfo utilities. In the future, this class could be used to suppress the generation/formatting of documentation for performance, explicitly track dependencies on these utilities, and eliminate Yocto's current dependency on the host system's texinfo utilities. diffutils: replace obsolete automake macros with working ones

Add obsolete_automake_macros.patch that replaces automake macros no longer supported by automake-1.13 with modern constructs. Removed AM_PROG_CC_STDC. AC_PROG_CC to replace it was already present. diffutils: fix rebuilds
