Revert "Add missing RDEPENDS of initscripts-functions"

Instead of manually adding initscripts to RDEPENDS of each package, we should make it automatically handled by the update-rc.d.bbclass. This solution would have the benefit of backward compatibility. In other words, users need not modify their recipes. This reverts commit 16080a3485bd793edd66ed8361f1e8b86a9e19ea. crond: remove UID check in init script

this init script fails when the default shell is busybox sh. This is because busybox sh doesn't set the UID. No other init scripts in oecore feel the need to check the UID so just remove the check. cronie: Convert crontab to a system user

crontab is meant to be a system user, not a normal user of the system so lets pass the correct parameters to the system. If we don't do this it interferes with the setup of normal users, particularly if some preset list of users is desired.
