Ubuntu defaults to passing _FORTIFY_SOURCE=2 which breaks byacc as it doesn't
pass enough arguments to open():

inlined from 'open_tmpfile' at byacc-20150711/main.c:588:5:
/usr/include/x86_64-linux-gnu/bits/fcntl2.h:50:24: error: call to '__open_missing_mode' declared with attribute error:
open with O_CREAT in second argument needs 3 arguments

Add a mode of 0666 to fix this.

I've cleaned up some odd license fields, fixed some license
names and corrected some incorrect licenses. LICENSE really needs
a pass through by the maintainers as some of the licensing is
incorrect.

Also, every license with Artistic should be gone through and noted as
which version of Artistic.

<title>Major layout change to the packages directory</title>

Having one monolithic packages directory makes it hard to find things
and is generally overwhelming. This commit splits it into several
logical sections roughly based on function, recipes.txt gives more
information about the classifications used.

The opportunity is also used to switch from "packages" to "recipes"
as used in OpenEmbedded as the term "packages" can be confusing to
people and has many different meanings.

Not all recipes have been classified yet, this is just a first pass
at separating things out. Some packages are moved to meta-extras as
they're no longer actively used or maintained.
