Revert "Add missing RDEPENDS of initscripts-functions"

Instead of manually adding initscripts to RDEPENDS of each package, we should make it automatically handled by the update-rc.d.bbclass. This solution would have the benefit of backward compatibility. In other words, users need not modify their recipes. This reverts commit 16080a3485bd793edd66ed8361f1e8b86a9e19ea. Replace one-line DESCRIPTION with SUMMARY

A lot of our recipes had short one-line DESCRIPTION values and no SUMMARY value set. In this case it's much better to just set SUMMARY since DESCRIPTION is defaulted from SUMMARY anyway and then the SUMMARY is at least useful. I also took the opportunity to fix up a lot of the new SUMMARY values, making them concisely explain the function of the recipe / package where possible. tcf-agent: Use kill instead of killproc to stop agent

When shutting down a core-image-lsb-sdk image, there is a lot of time spend stopping tcf-agent, which slows down the whole process. The reason for this slowdown is the fact that it tries in a loop to kill tcf-agent service by using killproc with the path of the executable and killproc does not seem to available in lsb images. This patch fixes the issue by using "kill" instead of "killproc".
