meta/meta-selftest/meta-skeleton: Update LICENSE variable to use SPDX license identifiers

An automated conversion using scripts/contrib/convert-spdx-licenses.py to convert to use the standard SPDX license identifiers. Two recipes in meta-selftest were not converted as they're that way specifically for testing. A change in linux-firmware was also skipped and may need a more manual tweak. strace: skip a number of load-sensitive tests

strace: remove obsolete musl-on-MIPS patch

strace: fix build against 5.15 kernel/kernel-headers

kernel 5.15 removed ipx.h from the uapi, but strace hasn't adjusted its tests to the removal. There is a WIP patch on the esyr/5.15 branch that solves the problem, so we grab it here, adjust for context and fix our build problem. When strace updates to 5.15, and we can bump our version and drop this patch.
