ruby: do not parallel install

ruby's makefiles are rebuilding several items on every invocation, even if nothing changed, all of which are factored into libruby.so and cause it to be relinked as well. The issue is reported upstream: https://bugs.ruby-lang.org/issues/18456 Otherwise I do not feel that further investigation of rdoc's parser to find out the source of non-determinism is worth the time. It is incompatible with openssl 3 in currently released versions, and given very marginal use of ruby in oe, I do not think not having it matters. ruby: fix the reproducibility issue

Apply some changes on the Ruby makefiles in order to fix the reproducibility: - use a fixed timestamp, - sort linked objects, - doesn't use the current date, - and use UTC date.
