<title>python3-testtools: Fix build problems from incorrect build backend</title>

testtools uses the hatchling backend so:
  * merge the inc back into the recipe
  * drop setuptools
  * use the hatchling backend
  * add the needed vcs dependency
  * drop the now unneeded python3-pbr dependency

This means the submodules are included in packaging, fixing build failures
and the verison in the wheel is no longer 0.0.0

Prior to this fix, testtools in buildtools tarball was completely
broken.

python 2 is gone and we don't need the abstraction now, drop the remaining usage
of this variable.

The definition in python3-dir.bbclass is left for now for other layers.

Improvements

* Add support for Python 3.10 and 3.11.
* Drop support for Python 3.5 (EOL).
* Distutils integration is deprecated and will be removed in the next major
  version.
* Use "CompoundFixture" from "fixtures&gt;=2.0" rather than rolling our
  own.
* Provide a "testtools[twisted]" extra documenting dependencies needed for
  "testtools.twistedsupport".
* Make "TestCase" hashable.
* Prevent "AttributeError" in "TestCase.__eq__" for objects lacking a
  "__dict__" attribute.
* Replace deprecated "cgi" module usage with "email".

`import testtools' will give people error for lacking of
doctest module. Add it to RDEPENDS to solve the issue.
