Python argparse module is a part of a standard library since Python 2.7
release. Remove externally built module in favor of the stdlib one.

<title>Replace one-line DESCRIPTION with SUMMARY</title>

A lot of our recipes had short one-line DESCRIPTION values and no
SUMMARY value set. In this case it's much better to just set SUMMARY
since DESCRIPTION is defaulted from SUMMARY anyway and then the SUMMARY
is at least useful. I also took the opportunity to fix up a lot of the
new SUMMARY values, making them concisely explain the function of the
recipe / package where possible.

<title>python-argparse: adding runtime dependency on python-codecs</title>

When typing 'import argparse' in the python shell on a minimal image
with only the python-argparse recipe installed, python reports:

Python 2.7.3 (default, Jun 27 2013, 08:26:25)
[GCC 4.7.2] on linux2
Type "help", "copyright", "credits" or "license" for more information.

ImportError: No module named gettext

The python-argparse recipe requires the python gettext module,
which is currently provided by python-codecs.
Hence, this commit adds python-codecs as runtime dependency to
resolve the issue.
