opkg: Merge opkg.inc into recipe and tidy up

There is no benefit to having a separate .inc file when we only support one version of opkg. The .inc file had multiple do_install_append functions and several variables were defined out of the usual order. This arrangement should be better. The 'opkg-key' utility requires gpg to manage the list of trusted keys. The ability to verify package signatures is not much use without the ability to add keys to the trusted list... Replace one-line DESCRIPTION with SUMMARY

A lot of our recipes had short one-line DESCRIPTION values and no SUMMARY value set. In this case it's much better to just set SUMMARY since DESCRIPTION is defaulted from SUMMARY anyway and then the SUMMARY is at least useful. I also took the opportunity to fix up a lot of the new SUMMARY values, making them concisely explain the function of the recipe / package where possible.
