meta: Drop remnants of uclibc support

uclibc support was removed a while ago and musl works much better. Start to remove the various overrides and patches related to uclibc which are no longer needed. uclibc support in a layer would still be possible. I have strong reasons to believe nobody is still using uclibc since patches are missing and I doubt the metadata even parses anymore. Add texinfo.bbclass; recipes that use texinfo utils at build-time inherit it.

The class itself currently does nothing. The idea is to mark all recipes that make use of the texinfo utilities. In the future, this class could be used to suppress the generation/formatting of documentation for performance, explicitly track dependencies on these utilities, and eliminate Yocto's current dependency on the host system's texinfo utilities. m4: refactor .bb and .inc files

The orignal had common code in the m4_1.4.16.bb file that was in the m4.inc file. m4-native was then including the m4.bb file and picking up the BBCLASSEXTEND, which causes the fetch to fail.
