Various recipes were missing a pkgconfig inherit or pkgconfig-native dependency despite using pkgconfig. Add the inherit to igt-gpu-tools/gdb/libmodulemd/libwpe/xwayland/waffle shaderc/iputils/wpebackend-fdo/lttng-ust/cargo.
