We have 5.2 and 4.9, we don't really need 4.8 now and it can be moved
out to other layers if anyone still wants/needs it.

<title>gcc-cross-initial: Separate out libgcc-initial</title>

Its useful to separate out the native (cross) binaries from the target
compilation. We already do this for libgcc, this now takes the same
approach for -initial.
