With --force-overwrite (implied by --force-all), dpkg will not abort
when a package overwrites files from different packages. As this can
also lead to "The following package disappeared from your system as
all files have been overwritten by other packages: &lt;package&gt;" and
subsequently broken dependencies, this makes the simple case of
conflicting files hard to debug.

Instead of finding all possibly required force options, only disable
overwrite for now.

<title>apt/package_mamager: Ensure WORKDIR is used for lists directory</title>

The native sysroot should not be used as a store for the lists files since
multiple images running at once would conflict over this. Instead redirect
this to WORKDIR. This means some extra directories need to be created.

Also create apt.conf.d to silence some warnings.

The changes in this commit, dc5f6c3898555b59f16bf809ae4c5418656e6ac9,
moved apt config directory from native SYSROOT to WORKDIR.
Unfortunately, Dir::Etc in apt.conf was not changed accordingly and
sources.list file could not be found during do_rootfs().

This commit fixes this issue.

<title>Major layout change to the packages directory</title>

Having one monolithic packages directory makes it hard to find things
and is generally overwhelming. This commit splits it into several
logical sections roughly based on function, recipes.txt gives more
information about the classifications used.

The opportunity is also used to switch from "packages" to "recipes"
as used in OpenEmbedded as the term "packages" can be confusing to
people and has many different meanings.

Not all recipes have been classified yet, this is just a first pass
at separating things out. Some packages are moved to meta-extras as
they're no longer actively used or maintained.
