<title>netbase/base-files: move /etc/hosts from netbase to base-files</title>

Move /etc/hosts to base-files, and also add entry to it according
to hostname setting. This fixes the problem of commands like
`hostname -f' failing due to lack of such entry.

Using ${DEBIAN_MIRROR} for SRC_URI doesn't work very well as that will
only contain releases that are currently in Debian. So, move all of SRC_URI
to the .bb so it can use snapshot.debian.org instead, and set
UPSTREAM_CHECK_URI to ${DEBIAN_MIRROR} so upstream release checking continues
to work.

There is a script in netbase, debian/netbase.postinst, which create
/etc/hosts, but it is not called, so ipv6 host is missing.

now copy them from Ubuntu; and add localhost as alias of ::1
