In some recipes overly-split -dbg packages were merged into PN-dbg.  Unless
there's a very good reason, recipes should have a single -dev and -dbg package.

I used a for loop to build these packages more than 520 times, these
recipes never failed.

The base_contains is kept as a compatibility method and we ought to
not use it in OE-Core so we can remove it from base metadata in
future.

  itself successfully. Added those in its DEPENDS.

While using sstate or some other conditions, there may be no image
directory in the builddir, so the absolute path of libcgroup.so.1
will cause build failures.
