APM has been obsolete for a very long time, and debian no longer
packages it or carries the source tarball.

An automated conversion using scripts/contrib/convert-spdx-licenses.py to
convert to use the standard SPDX license identifiers. Two recipes in meta-selftest
were not converted as they're that way specifically for testing. A change in
linux-firmware was also skipped and may need a more manual tweak.

Using ${DEBIAN_MIRROR} for SRC_URI doesn't work very well as that will
only contain releases that are currently in Debian.

So, move all of SRC_URI to the .bb so it can use snapshot.debian.org
instead, and set UPSTREAM_CHECK_URI to ${DEBIAN_MIRROR} so upstream
release checking continues to work.

        use ${BPN} instead of ${PN} in SRC_URI for multilib builds

apmd was using foo.o in Makefile dependencies but if libtool is being used then
those are the statically linked intermediate files.  When static libraries are
globally disabled they won't be generated by libtool-cross so the build fails.
Instead, use the libtool intermediate wrapper .lo files so the build succeeds.

This recipe currently relies on EXTRA_OEMAKE having been set to
"-e MAKEFLAGS=" in bitbake.conf to operate. It is necessary to make this
explicit so that the default in bitbake.conf can be changed.
