<title>meta/lib+scripts: Convert to SPDX license headers</title>

This adds SPDX license headers in place of the wide assortment of things
currently in our script headers. We default to GPL-2.0-only except for the
oeqa code where it was clearly submitted and marked as MIT on the most part
or some scripts which had the "or later" GPL versioning.

The patch also drops other obsolete bits of file headers where they were
encoountered such as editor modelines, obsolete maintainer information or
the phrase "All rights reserved" which is now obsolete and not required in
copyright headers (in this case its actually confusing for licensing as all
rights were not reserved).

More work is needed for OE-Core but this takes care of the bulk of the scripts
and meta/lib directories.

The top level LICENSE files are tweaked to match the new structure and the
SPDX naming.

These IDs refer to testopia which we're no longer using. We would now use the test
names to definitively reference tests and the IDs can be dropped, along with their
supporting code.

When executing eSDK test case, the following error appears.

  WARNING: attempting to use the extensible SDK in an environment
  	   set up to run bitbake - this may lead to unexpected
	   results. Please source this script in a new shell session
	   instead.

  FileExistsError: [Errno 17] File exists: '/.../tmp/work/qemux86_64-poky-linux/core-image-minimal/1.0-r0/selftest-esdk-fcuyzsqu/tmp/sysroots/x86_64/bin/pigz' -&gt; '/.../tmp/hosttools/pigz'

So unset these two vars to avoid messing things up.

<title>eSDK.py: avoid error in tearDownClass due to race condistion</title>

When removing the temporary directory, it's possible that bitbake.lock
file is removed by bitbake during the cleanup. And this leads to the
following error.

  FileNotFoundError: [Errno 2] No such file or directory: 'bitbake.lock'

So add a check to remove this file before cleaning up the temporary
directory.

We've seen issues with rootfs size calculations and we've seen systems
like opensuse which have btrfs mounted on /tmp causing selftest failures.

The cleanup can fail with:

ERROR [0.000s]: tearDownClass (eSDK.oeSDKExtSelfTest)
FileNotFoundError: [Errno 2] No such file or directory: 'bitbake.sock'

which is due to bitbake taking a small amount of time to shut down the server.
The easiest fix is just to ignore these kinds of errors, bitbake shouldn't create
any new files during shutdown.

New framework has different classes/decorators so adapt current test cases to
support these. Changes include changes on base classes and decorators.

Also include paths in selftest/__init__.py isn't needed because the
loader is the standard unittest one.
