<title>lib/oe/sstatesig.py: dump locked.sigs.inc only when explicitly asked via -S lockedsigs</title>

This was writing out locked-sigs.inc into cwd with every
'bitbake -S' invocation. When the intent is only to to get task
stamps (-S none), or print the difference between them (-S printdiff),
the file is unnecessary clutter.

A couple of selftests/scripts were however relying on this, so they're
adjusted to explicitly request the file.

eSDK code calls dump_lockedsigs() separately via
oe.copy_buildsystem.generate_locked_sigs() and so isn't affected.

Test that the shared recipes in original mode with diff enabled works in multiconfig,
otherwise it will not build when using the same TMP dir.

The test can be run with:

If we tweak sstate to not remove empty directories under conditions
where a race could occur, we see failures from:

"oe-selftest -r archiver.Archiver.test_archiver_filters_by_type archiver.Archiver.test_archiver_filters_by_type_and_name"

since an empty directory is left behind. Update the tests to ignore
empty directories.

When running tests locally without the advantage of a populated sstate
cache, the archiver tests can take an unnecessarily long time. Using
different target recipes can speed things up a lot by reducing the
number of dependencies that are built.

For the test case test_archiver_srpm_mode we can still test the
conditions described in bug #11121 by using a target recipe that is
known to inherit the nopackages class as well as a more normal recipe,
instead of having to compute all the depepndencies of core-image-sato.

We can't assume that rpm packaging will always be enabled when running
oe-selftest. In particular when using nodistro instead of poky this is
not enabled by default.
