This fixes failure [1] of menuconfig task in rxvt-unicode terminal in case if
xterm/Konsole/Gnome is not installed. Tested with rxvt-unicode-256color

[1]
WARNING: Terminal screen is supported but did not start
ERROR: No valid terminal found, unable to open devshell.
Tried the following commands:

In bitbake commit 1ecc1d94 (process: Do not mix stderr with stdout),
bb.process.Popen() was changed to no longer combine stdout and stderr by
default. However, the Terminal class was not updated to reflect this and
subsequently only output stdout in case of failures.

distutils is going away and we have functionality in bitbake which can
handle these comparisions so switch to the bb.utils function.

`tmux new -c` fails on tmux older than 1.9, when that flag was added.
We can omit the flag for older versions of tmux, and the working
directory gets set even without it.

Bitbake changed the debug() logging call to make it compatible with
standard python logging by no longer including a debug level as the
first argument. Fix up the few places this was being used.

Tweaked version of a patch from Joshua Watt.

If a terminal fails to spawn() we should continue looking.
gnome-terminal, in particular can be present but not start.

Newer versions of gnome-terminal (3.32.0 and up) are not starting
as expected for commands e.g. "bitbake -c devshell zlib". This
manifests as the instance appearing as a new tab rather than a
new window. Fix this (and maintain new window preferred behavior)
by changing the "-x" option to "--" as per the warning message,
avoiding deprecated options:

    # Option “--command” is deprecated and might be removed in a later version of gnome-terminal.
    # Use “-- ” to terminate the options and put the command line to execute after it.

<title>meta/lib+scripts: Convert to SPDX license headers</title>

This adds SPDX license headers in place of the wide assortment of things
currently in our script headers. We default to GPL-2.0-only except for the
oeqa code where it was clearly submitted and marked as MIT on the most part
or some scripts which had the "or later" GPL versioning.

The patch also drops other obsolete bits of file headers where they were
encoountered such as editor modelines, obsolete maintainer information or
the phrase "All rights reserved" which is now obsolete and not required in
copyright headers (in this case its actually confusing for licensing as all
rights were not reserved).

More work is needed for OE-Core but this takes care of the bulk of the scripts
and meta/lib directories.

The top level LICENSE files are tweaked to match the new structure and the
SPDX naming.

Recent version of tmux seems to use PWD from the environment instead of the
actual working directory. Help it use the correct path.

Fixes setting the correct working directory when running
devshell and menuconfig tasks.
