python3-lxml: Add recipe

Drop CVE backports and backported patch for pvrdma which was also applied upstream. Refresh cross.patch. Drop vnc-png option removed upstream. Update ptest path manipulations for target. qmp now has consists of multiple files so install them all as a python module. The upgrade contains fixes for virtio block devices which we hope will address vda device tracebacks on the autobuilder from qemu.
