base: Switch virtual/cross-XXX to be under recipe specific providers

Currently, providers are set on a global config basis. This change allows for a select set of providers to be configured using BB_RECIPE_VIRTUAL_PROVIDERS on a per recipe basis. This would allow for the selection of virtual/cross-cc as gcc or clang for example. The PROVIDERS are removed from the recipes so that if a version of the dependency accidentally slips through, the build will fail and the user can correct the issue. VIRTUAL-RUNTIME_keymaps is defined in busybox init manager and also in some package groups. Defining distro features in recipes is wrong. Also this is not directly related to init manager. We have multiple recipes in core that RPROVIDE virtual-x-terminal-emulator, so we should pick one to be the default for deterministic builds. Pick rxvt, as it's the lightest. mesa: enable glvnd support

Allows mesa to be built with glvnd support. Thus, creates libEGL_mesa.so* and libGLX_mesa.so* mesa(vendor) libraries meant to coexist with vendor neutral dispatch libraries from libglvnd. It's assumed that not all OpenGL ES implementation are compliant with the 3.x specification. Therefore an additional virtual providers is created to explicit compatibility with OpenGL ES 3 specification. meta: Remove remnants of bluez4 support

bluez4 was removed from meta-oe 2 years ago. Simplfy the setup of the two level bluetooth and bluez4/bluez5 distro features by removing the bluez4/bluez5 distro features. This reverts commit a54c59f2a24904daffe51582b6863eebd071db0d. The compatibility issues have since been resolved [1][2] and pigz 2.4 annoucement also states that this can be considered as a drop-in replacemment [3] now.
