classes: Add SPDX license identifiers

As stated in our top level license files, the license is MIT unless otherwise stated. Add SPDX identifers accordingly. Replace older license statementa with the standardised syntax. The secondary EFI partition is used when booting in EFI mode, and without the configuration data we don't get any boot targets. Partial fix to [YOCTO #11503]. systemd-boot: create output dir if it doesn't exist

build_efi_cfg function creates configuration files for systemd-boot entries in 'S' directory. This directory may not exist when api is called, which breaks the build. Creating the directory if it doesn't exist should fix this issue.
