classes: Add SPDX license identifiers

As stated in our top level license files, the license is MIT unless otherwise stated. Add SPDX identifers accordingly. Replace older license statementa with the standardised syntax. ptest-gnome: extend EXTRA_OECONF in all builds, not just target

This class was extending EXTRA_OECONF only in target builds with --enable/--disable-installed-tests. However for native builds we don't care about the test suite and should be explicitly disabling it. This stops glib-2.0-native trying to build the test suite that we'll never execute. ptest-gnome: add ptest helper for GNOME packages

Many GNOME packages are using their InstalledTests pattern, where the test suite can be trivially installed. To avoid repeating the same logic over and over, add a class to encapsulate this.
