classes: Add SPDX license identifiers

As stated in our top level license files, the license is MIT unless otherwise stated. Add SPDX identifers accordingly. Replace older license statementa with the standardised syntax. overlayfs-etc: add condition to package-management feature conflict

The conflict with the `package-managment` only happens if the `overlayfs-etc` class overwrites `/sbin/init`, which is not the case when `OVERLAYFS_ETC_USE_ORIG_INIT_NAME` is set to `0`. overlayfs-etc: mount etc as overlayfs

This class provides an image feature that mounts /etc as an overlayfs file system.
